Description
The WTO Secretariat will organize the 2021 Workshop on the Implementation of Article 66.2 of the TRIPS Agreement in Geneva, on 2-4 and 10 March 2021 to enable LDC Members and Observers to analyse and enhance the benefits of the transparency mechanism concerning technology transfer measures under Article 66.2 of the TRIPS Agreement (as established by the Decision of the Council for TRIPS (WTO document IP/C/28) in line with the direction given by WTO Members in the Doha Ministerial Decision on Implementation-related issues and concerns (WT/MIN(01)/17)).

The Workshop comprises two segments: a workshop segment and an ensuing reporting and review segment within the TRIPS Council's formal meeting, which together aim to promote dialogue and coordination between developed country Members reporting technology transfer incentives under Article 66.2, and their intended beneficiaries, the LDC Members. The Workshop also provides an opportunity to improve the use of this transparency mechanism on incentives for transfer of technology, so as to respond more effectively to the technological needs identified by LDCs.

The Workshop is based on the Article 66.2 reports submitted by developed country Members in 2020 (circulated in document IP/C/R/TTI series), the WTO current work on trade and technology transfer, and LDCs' priority needs, particularly in the context of the COVID-19 pandemic.

Due to the COVID-19 pandemic, the Workshop will be held through a virtual platform: three half-day workshop segments on 2-4 March 2021 and one half-day TRIPS Council reporting and review segment on 10 March 2021.

Pre-requisite
Governments of Members and Observers of LDCs are invited to nominate up to three applicants. To be considered, applicants must:
• be government officials responsible for, or have direct experience in implementing technology transfer projects, managing intellectual property or trade matters; and
• have advanced knowledge of English or French, permitting them to deliver presentations and participate actively in discussions and lectures on technology transfer, intellectual property or trade matters.
