WTO Regional Workshop on Subsidy Notification for Government Officials from Latin American Countries

The purpose of this workshop is to explain the notification obligations set out in the Agreement on Subsidies and Countervailing Measures ("SCM Agreement"), as well as to provide explanations and exercises to assist Members in the practical implementation of these obligations. The SCM Agreement requires Members to submit various notifications to the Committee on Subsidies and Countervailing Measures ("SCM Committee"). However, the obligation to notify subsidies remains weak. The fact that this fundamental obligation of transparency is not being respected is a real problem for the proper functioning of the Agreement. Therefore, for many years, Members have been discussing ways to improve the situation with regard to timeliness and completeness of notifications. In addition, in paragraph 2 of the Ministerial Decision on Fisheries Subsidies (WT/MIN(17)/64), Members undertook to implement existing reporting obligations with regard to fisheries subsidies.

The purpose of this workshop is to bring together officials from Latin American Members responsible for grant notifications to conduct a detailed review of notification obligations and exchange experiences and ideas with a view to improving understanding of these obligations and identifying ways for Members to streamline and facilitate their internal notification processes as much as possible.
